Job Summary
Provides strategic and managerial direction for technical staff including Billing Project Analysts and Premium Accounting Technical Team, along with oversight of the Remittance and Collections Team. Responsible for all components of enterprise wide premium billing practices and execution of Billing Strategy and Billing Technology Roadmap. Oversees the handling of billing related IT incidents for business impact, internal communications, and decision making related to clean up efforts. Establishing, monitoring, and reporting on departmental metrics including adherence to service level agreements, staff productivity, and operational budgets.

Knowledge, Skills and Abilities
Education: Bachelor's Degree or professional level of knowledge in a specialized field, or equivalent related experience preferred.
Experience: 7 - 9 years or Associates Degree equivalent plus 9 - 11 years.
Knowledge: Extensive level of professional knowledge in field across multiple disciplines and broad business segment. Extensive knowledge of management practices.
Decision Making: Influences development of overall objectives including long-range goals for the organization. Typically exercises judgment within broadly defined policies and practices. Establishes, modifies operating policies and procedures that affect subordinate units. Recommends modifications to broad operating policies which may impact projects, operations, and considerable expenditure risk and major portions of operations. Problems are generally diverse, complex and impact major business segments.
Supervision Received: Work is received in objective-oriented terms, with an emphasis on strategic as well as more near-term priorities. Work is reviewed from a strategic, relatively long-term perspective against major objectives.
Leadership: Manages multiple functions, typically via subordinate managers, or manages an exceptionally high impact function. Develops and communicates function organizational vision. Ensures that overall organizational objectives, budgets, schedules, and performance standards are realistically set and attained.
Problem Solving /Operations/Direct Work Involvement: Responsible for all projects assigned to subordinate unit. Acts as advisor to subordinate supervisors, managers, staff, to resolve technical or operational problems. Subject to approval, modifies organizational structure.
Client Contacts: Frequent contacts with internal and external parties at various management levels concerning operations or scheduling project phases. Communication typically involves persuasion, and negotiation with middle and senior management levels.

Additional Knowledge, Skills and Abilities
7 or more years of insurance industry or operations experience is necessary.
5 or more years of supervisory and management experience preferred.
Ability to view needs and allocate resources from a strategic view.
Excellent skills as a communicator and facilitator, both written and oral, and who inspires trust and motivates others to accomplish goals.
Collaborate effectively across all areas of the organization; consistently demonstrate cross-functional leadership, leverage enterprise assets and capabilities, and share talent.
A strong knowledge of technology, automation, and related workflow processes is required in order to effectively define and execute technology roadmaps.
Working knowledge of project management principles and system development life cycle.
The ability to look at the “big picture” of the overall organization and the company.
A pro-active, positive approach and strong ability to problem solve and to make sound business decisions are part of regular activities.
Proven analytical, problem solving, and decision making ability.
Strong negotiation, conflict resolution, and influencing skills.
Ability to coach, direct and develop individuals to achieve individual, departmental and company goals.
Create and maintain a challenging and effective work environment that rewards high performance, and attracts and develops appropriate talent at all levels.
Strong computer knowledge or background in Microsoft office products is strongly preferred.
