About the position:
The Chief Actuary will bring extensive actuarial and leadership experience in the managed health care industry to provide oversight, strategic leadership, process improvement and analytical best practices for the Actuarial Services department. This role reports to the CEO of Quartz and has responsibility for all actuarial functions in support of all lines of Quartz’ business entities, including overseeing pricing and rate negotiations, claim reserving, forecasting, budgeting, and financial reporting support and analysis. The role requires someone with exceptional leadership skills, including the ability to drive forward-thinking strategies and to provide business decision support to senior management. Specialty knowledge is required with respect to legacy and ACA expansion, Medicaid and Medicare populations, rate setting, premium development, provider reimbursement exceptions, and overall risk management. Given the recent acquisitions and plans for future expansion, the Chief Actuary will lead the actuarial team through this exciting time of change and growth.
Principal Accountabilities:
- Oversee pricing and valuation for all Quartz health plan products and services, enhancing risk management and pricing policies and procedures, keeping in step with healthcare economics and trends.
- Manage the Actuary team, including staff supervision and operational policy and procedure development and implementation. Direct the activities, growth, and professional development of the two Actuary teams, located in Middleton and Onalaska, WI, setting expectations for work assignments and quality, performance management activities, training and development, coaching and motivation, and goal setting. Encourage strong cross-departmental working relationships.
- Manage the company’s risk by working with the CEO and the executive leadership team to advise on best practices, ensuring that problems are discovered early.
- Oversee and support the alignment of Actuarial Services with the Finance department to assure the best possible business intelligence and understanding of company financials in communications to executive leadership, UW Hospital representatives and regulators.
- Develop productive, collaborative relationships and serve as liaison to the leadership teams at Gundersen Health System, UnityPoint Health, and UW Health, on health care financing, population health and other business issues that require or impact the actuarial function.
- Act as company ambassador on behalf of Quartz to government officials, multi-state regulators and other governing body representatives.
- Advise and educate the Actuarial Committee regarding actuarial rate settings, premium development, quote exceptions, provider reimbursement exceptions, and product development, and make recommendations to the Committee and to senior management.
Experience & Competencies:
- Bachelor’s Degree in Actuarial Science, Mathematics, Statistics, or related discipline.
- Fellow of the Society of Actuaries (FSA) and membership in the American Academy of Actuaries required.
- Fifteen to twenty years of experience evaluating provider-owned health insurance plans, with hands-on experience and decision-making responsibility for substantial portions of commercial, Medicare and Medicaid business, rate negotiations, ACA provisions affecting Commercial, Medicare and Medicaid, state and federal reporting requirements, as well as other traditional actuarial functions.
- Proven strategic leadership skills and business acumen, with prior senior leadership role preferred, coupled with an expertise and ability to apply actuarial science in real world health care setting.
- An ability to work collaboratively with CEO, executive team and boards of Directors in creating Strategic Plans in a Provider Owned Health Plan.
- Experience building a cohesive team and a collaborative culture, considering employee engagement, staff training and development, and opportunities for career mobility.
