TREASURER

Finance Treasurer VHDA, Virginia's Housing Finance Agency, is looking for a highly experienced candidate to fill a leadership role within its Finance Division. The successful candidate will develop and implement investment goals and strategies for the Authority's investment portfolio to best accomplish the overall financial goals of the Authority. Will direct and manage the staff and operations of the Investment Department. The Treasurer will invest Authority controlled funds in compliance with current Investment Policy, bond resolution provisions and applicable federal and state law and execute approved hedging instruments in accordance with established policy. Will also develop and maintain a system of policies and procedures that impose an adequate level of control over treasury activities. The Treasurer will manage the Authority's arbitrage rebate program, ensuring accuracy and compliance with tax law. Will also manage treasury management activities for the Authority; manage and maintain trustee and commercial banking relationships with minimal guidance and supervision. Advanced degree (e.g. Master of Business Administration), or equivalent professional/technical certification (e.g. CPA) or applicable work experience, or any combination thereof, preferred, bachelor's degree required. Significant amount of direct treasury and investment experience with substantial amounts of money highly preferred. Substantial knowledge of the operational aspects associated with an internal investment department highly desirable. Must have demonstrated skills in leadership, innovative problem solving, facilitation, and negotiations. Excellent oral, written, and presentation skills also required.
